EDUCAST, The newly appointed Israeli Ambassador to Nepal, Shmulik Arie Bass, held an introductory press briefing with journalists in Kathmandu on Thursday. The ambassador discussed Nepal-Israel diplomatic relations, the aftermath of the October 7  Hamas attacks, and Israel’s commitment to strengthening bilateral ties.

Recalling the tragic attack during the Nova Music Festival on October 7, 2023, Ambassador Bass highlighted the killing of 10 Nepali students participating in Israel’s “Learn and Earn” program. Among the 17 Nepali students in the area, 6 were injured, and Bipin Joshi was abducted by Hamas. He stated that sources from the Arab region have confirmed that Joshi is alive.

“We have received information from Arab sources indicating that Bipin Joshi is alive, although his exact location and condition remain unknown. We hope he will soon be released and return home,” said the ambassador.

Ambassador Bass noted that so far, 154 hostages held by Hamas have been released, either through negotiations or Israeli military operations. He expressed optimism that Joshi will also be among those freed soon.

Addressing the families of the victims, Ambassador Bass shared that the Israeli government is providing financial assistance to the families of the deceased Nepali students, equivalent to the support provided to Israeli citizens.

Regarding the “Learn and Earn” program, he expressed Israel’s eagerness to resume welcoming Nepali agricultural students. Although Nepal has currently paused sending students to Israel due to the ongoing conflict, students from countries like Malawi, Congo, and Thailand have already begun returning to Israel.

“Israeli farmers are eager to have Nepali students back, where they can learn and earn. We hope this program will resume soon,” he added.

The ambassador also discussed the Israel-Hezbollah ceasefire agreement reached on November 27, emphasizing that Israel will retaliate if its citizens face further attacks. While the ceasefire is seen as isolating Hamas, concerns remain that Hezbollah could use the opportunity to regroup.

Ambassador Bass briefly addressed Israel’s condemnation of the recent decision by the International Criminal Court (ICC) and shared responses from Israeli Prime Minister Benjamin Netanyahu and Foreign Minister regarding the matter.
