Ministry of Education and Sports Issues Comprehensive Notice for Registration and Approval of Educational Consultancy and Language Testing Institutions

EDUCAST, The Ministry of Education and Sports, Government of Nepal (Educational Consultancy, Verification and Scholarship Section, Singha Durbar, Kathmandu), has issued an official public notice regarding the registration, approval, and management of institutions offering educational consultancy services and language examination operations.

The notice (Dispatch No. 22, Letter Ref No. 083/084) was officially published for the first time on 2083/05/30 under the provisions of Rule 3, Sub-rules (2) and (7), as well as Rule 6, Sub-rule (2) of the Educational Consultancy, Language Teaching, and Preparation Classes (Operation and Management) Regulations, 2083. All eligible institutions are required to submit their formal applications through the ministry’s designated online platform: cims.moest.gov.np.

Key Deadlines for Application

• Institutions Approved by Provincial/Local Governments: Institutions that have previously received operation permits or approvals from provincial or local authorities prior to Asoj 25, 2083, must complete their online registration on the portal no later than Asoj 25, 2083.

• New Applicant Institutions: All other new organizations seeking freshly issued operation approvals must complete and submit their online applications within 35 days from the date of the notice’s first publication.

Mandatory Document Checklist for All Applicants

To complete the application process, every institution must compile and upload the following verified documentation onto the CIMS portal:

1. Duly filled application form as structured in the schedules of the Regulations.

2. Official Certificate of Company Registration.

3. VAT / PAN Registration Certificate.

4. Company Registration Update Certificate valid up to Fiscal Year 2082/083.

5. Tax Clearance Certificate valid up to Fiscal Year 2082/083.

6. For Educational Consultancy Operations: Formal appointment letters and qualification credentials of human resources holding a minimum of a Bachelor’s degree along with relevant professional training certificates.

7. For Language Testing Operations:

   • Official authorization or licensing letter from the recognized international or national language testing body.

   • Formal recommendation letter from the diplomatic mission of the respective country in Nepal.

   • Qualification, certification, and training documents of the language trainers/instructors.

8. For Language Teaching Operations: Qualification and academic degree certificates (minimum Bachelor’s degree) tailored for professional language instruction.

9. Accurate profile parameters and organizational details in the portal to ensure data consistency.

Special Guidelines for Applicants Awaiting Ministry Decisions

Institutions that have prior pending applications with the Ministry must follow a designated procedure:

• Organizations that applied for registration after 2074/10/17 and before 2075 Shrawan 14, whose applications remain pending for a final administrative decision, must select the option marked “Waiting for ministry decision” under the portal’s selection menu on cims.moest.gov.np.

• These organizations are required to update their profiles without paying additional application fees.

Fee Structure, Online Payment Procedures, and Portal Setup

• Upload Requirements: Applicants must upload both the official slip provided by the Ministry and the electronic bank payment voucher during application submission.

• Provincial/Local Approvals: Organizations operating under prior local or provincial permits must check the “Province Approval” option on the portal and upload their official authorization certificates received before Asoj 25, 2083.

• Fee Exemption: Applicants who submitted their original files prior to Shrawan 14, 2075, and are awaiting a ministry decision are exempt from paying application fees.

• Standard Application Fee: All new applicant entities must pay a non-refundable application fee of NPR 5,000/- (Five Thousand Nepalese Rupees).

• Step-by-Step Payment Instructions:

  1. Complete the preliminary registration fields in the portal to generate an automated NPR 5,000 tax voucher.

  2. Access an authorized digital payment platform (ConnectIPS, Khalti, eSewa, or standard online banking channels).

  3. Navigate to the Government Payment section and choose Inland Revenue.

  4. Input the generated Electronic Bank Payment (EBP Number) to clear the invoice.

  5. Payments made outside of this designated Inland Revenue EBP workflow will be declared invalid.

  6. Failure to complete payment through the proper gateway will block User ID creation and halt profile activation.

Operational Guidelines and Administrative Restrictions

• Prohibition of Branch Offices: Institutions applying for operational authorization for the first time are strictly prohibited from applying for or operating branch offices.

• Restriction on Name Changes: No requests for organizational name changes will be entertained for institutions awaiting a ministry decision or those operating under existing provincial/local approvals.

• Other Preparatory and Coaching Classes: Operational approvals granted under this notice apply specifically to Educational Consultancy and Language Testing. Institutions intending to run general language classes, competitive exam preparation, or other coaching services must seek approval directly from their respective provincial or local government authorities as mandated by Rule 6 of the 2083 Regulations.
